AAP Govt Completes 4 Years in Punjab: CM Mann releases report card highlighting ‘Guarantees Turned Achievements’

Chandigarh, March 16, 2026:Punjab Chief Minister Bhagwant Mann on Monday released a special booklet marking four years of the state government, presenting what he described as a “report card” of his administration’s work.

The Chief Minister claimed that the Aam Aadmi Party (AAP) government had fulfilled most of its five-year guarantees within just four years, setting what he called a new benchmark in Indian politics.

Highlighting the government’s achievements, Mann said the administration first fulfilled its promise of providing free electricity.

According to the report, nearly 90 percent of households in Punjab now receive zero electricity bills. For the first time, farmers are being provided uninterrupted daytime electricity for agricultural purposes.

The Chief Minister also said that canal irrigation coverage has increased from 22 percent to more than 70 percent, allowing water to reach tail-end areas after nearly four decades.

He added that the state has strengthened energy self-reliance by purchasing the Sri Guru Amardas Thermal Plant at Goindwal Sahib.

Speaking about healthcare reforms, Mann said that 881 Aam Aadmi Clinics are currently operational across the state, with plans to expand the number to over 1,000 soon. He noted that more than 50 million outpatient visits have already been registered.

Under the state’s health insurance scheme, expensive treatments such as cancer care and heart transplants are being provided free of cost up to ₹10 lakh. Construction of new medical colleges is also progressing in Sangrur, Kapurthala, Hoshiarpur and Malerkotla.

On employment, the Chief Minister stated that 65,264 youths have been provided government jobs through a transparent, merit-based process. He also emphasized the government’s anti-drug campaign, claiming that the supply chain of drug traffickers has been targeted and properties of major smugglers have been confiscated. Additionally, more than 27,000 anganwadi centres are distributing free sanitary pads, while the free bus travel scheme for women continues across the state.

To improve road safety, the government established the Sadak Surakhya Force, which Mann said has contributed to a 49 percent reduction in road accident deaths. The sports budget has been increased to ₹1,791 crore, with athletes receiving substantial cash rewards for achievements. Mann also announced that Punjab will host the upcoming Asia Cup Hockey Championship in October, with matches scheduled to be held in Jalandhar and Mohali.

The Chief Minister further highlighted welfare and infrastructure measures, including the closure of 19 toll plazas to reduce financial burden on commuters, resulting in daily savings of lakhs of rupees for the public. Under the Chief Minister Teerth Yatra Scheme, thousands of senior citizens have been able to undertake free religious pilgrimages. He also said that the process of identifying land for a new international-standard cricket stadium in Amritsar is underway.

Mann criticised the Central Government for allegedly withholding funds meant for Punjab but asserted that the state has always had the strength to stand on its own. He added that the coming year will focus on completing projects currently in the pipeline and further accelerating development initiatives across the state.
