Know how PM Vishwakarma Scheme will empower lakhs of Artisans & Craftsmen

To provide end-to-end holistic support to the traditional artisans and craftspeople across India and empower them in scaling up the quality as well as the reach of products, PM Narendra Modi has launched PM Vishwakarma Scheme on September 18. PM Vishwakarma is an endeavour to uplift these craftspeople who work tirelessly with their hands and tools.

Artisans and Craftspeople are the backbone of India’s non-farm rural economy, engaged in craft production to earn a livelihood. With around 7 million craft persons in India, Handicraft sector holds immense importance in the Indian economy, and has high potential of employment for poorer section of the society in rural areas.

PM Vishwakarma is an endeavour to uplift these craftspeople who work tirelessly with their hands and tools. Through this scheme, the objective is to connect them to the mainstream of development, making them self-reliant by providing benefits like:

– Easy loan at low interest
– Skill Enhancement Trainings
– Marketing Support

The artisans represent India’s dynamic culture and traditions and help in conserving history. In the evolving global landscape, craft products exported to different nations have become integral components of the international lifestyle market. This transformation is a result of shifting consumer preferences and trends.

Given these developments, it is imperative for the Indian Handicraft Industry to delve into the intricacies of evolving designs, patterns, product development, innovations, and the necessary adaptations in production capabilities in order to meet the market demand. This encompasses a wide range of materials, production methodologies, and the associated expertise required to establish a leading position in the increasingly competitive landscape compared to other countries.

Budget of Rs.13,000 crores to provide technological tools

During the launch, Prime Minister Modi announced a budget of Rs. 13,000 crores aiming at providing craftsmen with the technological tools to enhance their skills for today’s competitive market. The scheme will provide support to artisans and craftspeople of rural and urban areas across India. Eighteen traditional crafts like Carpenter; Boat Maker, Armourer, Blacksmith, Hammer and Tool Kit Maker, Locksmith, Goldsmith, Potter, Sculptor, Stone breaker, Cobbler (Shoesmith/ Footwear artisan), Mason (Rajmistri), Basket/Mat/Broom Maker/Coir Weaver, Doll & Toy Maker (Traditional), Barber, Garland maker, Washerman, Tailor, Fishing Net Maker, will be covered under PM Vishwakarma scheme.

During the training, Vishwakarma artisans will receive a daily allowance of Rs 500. Additionally, they will be granted a toolkit voucher worth Rs 15,000 to acquire modern tools, and the government will offer support in branding, packaging, and marketing of their products. The artisans will have to purchase toolkits exclusively from GST registered stores, with a requirement that these tools be of Indian origin.

In addition, the government will provide up to Rs 3 lakhs loan without any (bank) guarantee. It has also been ensured that the interest rate is also very low. Government has decided that Rs 1 lakh loan will be given in the beginning and when it is repaid, govt will provide additional Rs 2 lakhs loan to the Vishwakarma partners.

What is the registration process to avail the scheme?

Craftsman and artisans can apply for registration through their nearest common service centre or CSC by their mobile number and Aadhaar card, which is easy and absolutely free. In the first stage, applications will be verified by the village panchayat or urban local body official and sent to the district implementation committee for vetting, which will have district officials and industry centre officials. Following to this, the screening committee formed in every state, in which MSME and local bank officials will be to approve the vetted applications.

Upon the verification, vetting and approval of the application, the registration process will be completed and Vishwakarmas will start getting its benefits. After the successful registration, the artisans will receive a Certificate and ID card, which will give recognition and respect to the artisans.
